The gardens overlooking the Grand Harbour have a high level known as Upper Barrakka Gardens with a large number of memorials in a splendid garden with splendid views of the harbour from a terrace, and lower gardens which are perhaps less formal but very attractive and pleasant.
The memorial in the lower gardens is a Greek temple dedicated to Sir Alexander J. Ball, a British government official. Not as many people wander down to the Lower Gardens - they are more peaceful and a good place to share your lunch with pigeons. There are lots of flowering shrubs and trees to admire and a magnificent bronze figure of Enea by Ugo Attardi.
There are still good views of the harbour and of the Seige Bell Memorial, dedicated by Queen Elizabeth II in 1995, which commemorates those killed in WWII.
There are public toilets in the lower gardens and a small cafe outside the gates.
